Regional Agreements, Real Opportunities
A Designated Area Migration Agreement, commonly known as DAMA, gives approved regional employers access to skilled and semi-skilled workers where local labour supply falls short. It is not a standalone visa subclass but a regional labour agreement framework that can unlock concessions across the Subclass 482, Subclass 494, and Subclass 186 visa programs. At Yale Migration and Education Consultants, we help employers and applicants understand how DAMA works and whether it applies to their circumstances.
What Is a DAMA?
A DAMA is a formal agreement between the Australian Government and a specific designated region, negotiated to address local workforce shortages that standard skilled migration settings do not adequately cover. Australia currently has multiple active DAMAs across various states and territories, each with its own occupation list, concessions, and Designated Area Representative overseeing endorsements.

What Concessions Can DAMA Offer?
Because each DAMA is negotiated for its specific region, concessions vary, but commonly include:
- An expanded occupation list, including semi-skilled roles not typically eligible
- Age concessions, sometimes up to 55 years
- Reduced English language requirements for select occupations
- Salary concessions aligned with regional market rates rather than standard national thresholds

Which Visa Pathways Fall Under DAMA?
DAMA arrangements typically operate through three established visa programs:
- Subclass 482 (Skills in Demand, Labour Agreement stream), a temporary employer-sponsored visa
- Subclass 494 (Skilled Employer Sponsored Regional, Provisional), a five-year pathway that can lead to permanent residency via Subclass 191
- Subclass 186 (Employer Nomination Scheme, Labour Agreement stream), offering direct permanent residency where the region’s agreement allows
Each pathway serves a different purpose, and choosing the wrong one can waste valuable time on a case with no realistic prospect of success.

Who Can Access a DAMA?
DAMA is not something an individual can apply for independently. Access depends on a genuine job offer from an employer endorsed within a designated region, alongside meeting standard health, character, and occupation requirements. Both the employer and the worker must satisfy their respective obligations, as an eligible worker cannot compensate for an ineligible employer, and vice versa.
